£3.2m funding boost for Southend and Rochford job-creation plans

The South East Local Enterprise Partnership today agreed an expansion to its Growth Deal with the Government, which will see an extra £3.2m of Government funding injected into ambitious plans by Southend-on-Sea Borough Council and Rochford District Council to generate new jobs around London Southend Airport.


Leader of Southend-on-Sea Borough Council, Cllr Ron Woodley, welcomed the funding announcement saying,  “Our ambitious plans with Rochford to generate thousands of new jobs in attractive, modern business parks in the area around London Southend Airport are crucial to the area’s future prosperity. We’re delighted that Government has now agreed contribute £3.2m towards this project, which will allow us to progress our plans further and help fund the major investment in highways and infrastructure that will be needed to make the business parks a reality. We have a strong track record for working with both public and private sector partners to deliver major developments – not least of which was enabling London Southend Airport to transform from an airstrip for light aircraft into an international airport with direct rail links to the capital and passenger numbers now topping a million. We now look forward to working with Rochford and the private sector to build upon this record.  


Councillor Keith Hudson, Deputy Leader of Rochford District Council and joint Chairman of the JAAP committee, said: “I am extremely pleased to hear that the South East Local Enterprise Partnership will be providing £3.2million to improve the road infrastructure for the JAAP. This clearly demonstrates their recognition of its importance to our local economy The Joint Area Action Plan for the Airport and surrounding area will facilitate employment opportunities for local people, with 7,000 jobs set to be created, and include many opportunities for apprenticeships. We now need to press ahead with these improvements, which will provide long-term economic growth and prosperity for our District.”


Notes:

1) The JAAP will deliver 4,200 additional jobs (excluding direct airport-related employment) in the period to 2021 and 2,000 additional jobs in the period post 2021. A further 1,180 additional jobs will be created within the boundary of London Southend Airport in the period to 2021.

2) Both Southend-on-Sea Borough Council and Rochford District Council formally adopted the London and Environs Joint Area Action Plan.

3) In November last year, Southend-on-Sea Borough Council announced it had selected Henry Boot Developments Ltd. as its preferred development partner. Southend-on-Sea Borough Council is now working with Henry Boot to refine a masterplan for the area, with the intention of submitting an outline planning application to Rochford District Council, as the planning authority, in the spring. Subject to the necessary approvals, construction work could start in 2016.

Inspector’s green light for 6,000 job business park proposals

A Government inspector has given the green light to joint proposals by Southend-on-Sea Borough Council and Rochford District Council to generate up to 6,000 jobs by developing extensive new business park space in the area around the airport. This will be in addition to a further 1,000 jobs directly related to the airport itself.   he Inspector approved the proposals after examining a list of modifications put forward by the two authorities in response to feedback from stakeholders. The plan includes policies for developing the airport and new business space, together with environmental enhancements, transport improvements and regeneration proposals.


Now that the inspector has given the go-ahead to the plan – known formally as the London Southend Airport and Environs Joint Area Action Plan (JAAP) – both Councils can now put the plan forward for formal adoption.


Earlier this month, Southend-on-Sea Borough Council announced it had selected Henry Boot Developments as its preferred joint development partner. The authorities are now working with Henry Boot to devise a masterplan for the area, with the intention of submitting an outline planning application in the spring. If all goes well, work could start on the construction in 2016.


Leader of Southend-on-Sea Borough Council, Cllr Ron Woodley, said: “Our proposals with Rochford are a once-in-a-generation opportunity to boost the economies of Southend and Rochford by attracting investment and creating much needed jobs. We are pleased that the Inspector has given this approval which will allow us to press ahead with our plans. This is a golden opportunity for Southend-on-Sea and we will also be working to ensure that our policies reflect the skills required and give our young people every opportunity to fill these new jobs that will be created.”


Councillor Keith Hudson, Deputy Leader of Rochford District Council and joint Chairman of the JAAP committee, said:  “It’s taken many years to get to this point and it is good news that the Government Inspector has found our plans to be sound as, subject to formal adoption by both councils, we can now begin to get the wheels in motion. These proposals seek to create at least 7,000 jobs for the local economy and have already been instrumental in securing funding for improvements to the A127 through the South East Local Enterprise Partnership (SELEP). It is hoped that we can now move forward quickly and see the economic growth that is much needed and will benefit our society.”

11 December – Southend-on-Sea Borough Council’s Full Council to consider formal adoption of plan

16 December - Rochford District Council Full Council meeting to consider formal adoption of plan

Spring 2015 – Subject to the necessary adoption, Southend-on-Sea Borough Council, as developer, to submit an outline planning application to Rochford District Council

2016 – proposed start on site
