An Outsider’s View of the Planning Process – an informal report on the RDC Development Committee Meeting held in the Civic Chamber, Rayleigh on Wednesday 18th January 2012

Councillor Steptoe asked when the school was likely to come into being in the development, and whether the school should include a Medical Centre. He also asked whether open spaces would be secured against future developments.

The Planning Manager indicated that they did not know about the school yet but it was believed it would be required by the year 2015/16. They anticipated that the school would be dual use to include youth facilities. Similarly nothing had been said yet about Medical facilities.  Bellway use another company to maintain open spaces.

The Chief Planning Officer added that public spaces would be secured through the allocations document. He defended the CABE comments in that it was purely an outline plan so they could not make detailed comments. That will come in the next stage in the process.

Councillor Hoy reiterated that the outline plan did not in his opinion maintain sustainability and for that reason he could not support it.

Councillor Cutmore declared a non-prejudicial interest in respect of the medical need as he was on the shadow Health and Wellbeing Board which may well be discussing this sort of thing.

Councillor Ward asked about effects of sewerage by this development.

The Chief Planning Officer stated that it was in the report and believed there were no objections on that issue.

Councillor Gordon reiterated his desires for ‘Secure by Design’ accreditation for the entire site and Councillor Seagers reiterated his desire for all the dwellings to comply with the two requirements he mentioned earlier and the Chief Planning Officer said it was in the Report and there would not be any objections to that.

The Chairman then put to a vote the proposal to accept the Outline Planning Application and this was passed. The meeting was then adjourned.

We believe we witnessed an interesting example of the Council at work and no doubt some of the issues will yet be discussed for many an hour to come. Again no doubt the outcome will not be to everyone’s liking but we hope the above will not only reveal our Councillors at work but also enhance understanding on many of the issues involved. We reiterate our thanks for the co-operation that we have received over the past year from both Councillors and Officers.
